20 FEB. JEREZ. El vino es el producto agr=EDcola con m=E1s potencial en =
la
exportaci=F3n, con una ratio de intercambios mundiales sobre la =
producci=F3n del
orden del 40%, seg=FAn qued=F3 patente en el primer Foro Empresarial
Iberoamericano del Vino (FEIV). Es, por tanto, un alimento muy
internacionalizado, pero que carece de un mercado universal, a causa de
diferentes barreras (arancelarias, culturales, religiosas=85), seg=FAn
manifest=F3, el secretario general de la Federaci=F3n Espa=F1ola del =
Vino (FEV),
Pau Roca.

Del 20 al 22 de febrero se celebra en la ciudad de Jerez de la Frontera
(C=E1diz) el primer Foro Empresarial Iberoamericano del Vino (FEIV), =
bajo la
presidencia honor=EDfica de S.M. el Rey Don Juan Carlos I; promovido por =
la
Universidad Polit=E9cnica de Madrid (UPM) y la Federaci=F3n Espa=F1ola =
del Vino
(FEV); con el alto patrocinio de la Secretar=EDa General Iberoamericana
(SEGIB); bajo los auspicios de la Organizaci=F3n Internacional de la =
Vi=F1a y el
Vino (OIV); el patrocinio de Banco Santander y Amorim; y la =
colaboraci=F3n del
Ayuntamiento de Jerez, Fedejerez y del C.R.D.O. Jerez-X=E9r=E8s-Sherry,
Manzanilla de Sanl=FAcar y Vinagre de Jerez.

En =E9l participan empresarios, bodegueros, investigadores =
universitarios y
representantes institucionales de todos los pa=EDses convocados: =
Andorra,
Argentina, Bolivia, Brasil, Colombia, Chile, M=E9xico, Portugal, Per=FA, =
Uruguay
y Venezuela, junto con Espa=F1a. Por tanto, re=FAne al primer pa=EDs del =
mundo en
t=E9rminos de superficie de vi=F1edo y producci=F3n (Espa=F1a), junto =
con algunos de
sus principales destinos de exportaci=F3n y actores crecientes en el =
Nuevo
Mundo vitivin=EDcola.

Tras conocer la coyuntura econ=F3mica del sector vitivin=EDcola de mano =
del
director general de la Organizaci=F3n Internacional de la Vi=F1a y el =
Vino
(OIV), Jean-Marie Aurand, se abord=F3 la primera sesi=F3n de trabajo =
sobre el
entorno econ=F3mico. En ese marco, Roca defendi=F3 como objetivo del =
FEIV el
desarrollar del comercio del vino entre los pa=EDses iberoamericanos en =
base a
las relaciones culturales compartidas.=20

De hecho, explic=F3 que el vino tiene en la actualidad muchas m=E1s =
fronteras
comerciales que otros productos agr=EDcolas. Se trata de distancias
culturales, religiosas o sociales. Por ello, es necesario el desarrollo =
de
pol=EDticas comerciales, basadas en la negociaci=F3n de acuerdos para =
reducir
barreras comerciales, bien sean culturales, t=E9cnicas o arancelarias.=20

=93Con el fin de crear esta tendencia, lo m=E1s =FAtil y efectivo es =
fomentar una
alianza de pa=EDses productores y/o consumidores=94, en este caso
iberoamericanos, destac=F3 el secretario general de la FEV.

Ram=F3n V=E9lez, director general del Consejo Mexicano Vitivin=EDcola y =
presidente
del Comit=E9 de Promoci=F3n del Vino Mexicano, abord=F3 el potencial de =
M=E9xico
como pa=EDs receptor de vino importado, pero tambi=E9n como productor =
pujante.

De hecho, M=E9xico es un pa=EDs con gran tradici=F3n vitivin=EDcola (el =
primer pa=EDs
de Am=E9rica en el que se plant=F3 vitis vinifera y donde se elabor=F3 =
el primer
vino americano). La voz del sector la representa el Consejo Mexicano
Vitivin=EDcola, fundado en 1948, que re=FAne a los productores de uva y =
vino.
Seg=FAn las estad=EDsticas que present=F3 ante los m=E1s de 150 =
asistentes al FEIV,
M=E9xico cuenta con 25.000 hect=E1reas de vi=F1edo, de las que 3.700 ha
corresponden a vi=F1edo de transformaci=F3n para vino. V=E9lez =
identific=F3 ese bajo
peso porcentual del vi=F1edo para vino dentro del total como un =
=93factor
limitante=94 del consumo de vino mexicano.=20

En este sentido, el sector del vino mexicano cuenta con una =
investigaci=F3n
desarrollada por el Ministerio de Agricultura, que identific=F3 el =
potencial
vitivin=EDcola del pa=EDs. Ese informe se=F1ala que M=E9xico cuenta con =
dos millones
de hect=E1reas potenciales =F3ptimas para vi=F1edo de transformaci=F3n, =
incluso
fuera de las zonas tradicionales (Baja California, Coahuila, Chihuahua,
Zacatecas, Aguascalientes, Guanajuato=85)

En cuanto al consumo, Ram=F3n V=E9lez se=F1al=F3 que en la =FAltima =
d=E9cada el mercado
del vino en M=E9xico creci=F3 un 100% en t=E9rminos de volumen y un 157% =
en valor.
Asimismo, record=F3 al auditorio que M=E9xico es el destino para los =
vinos
espa=F1oles donde se consiguen unos precios medios m=E1s elevados. Los =
datos de
2013 registran un consumo en este pa=EDs centroamericano de 70 millones =
de
litros, donde el 30% corresponde a vinos mexicanos (viene ganando cuota =
en
los =FAltimos a=F1os).

Este consumo creciente est=E1 altamente desarrollado con el desarrollo =
de la
clase media en M=E9xico (el vino es el producto con m=E1s crecimiento =
entre las
bebidas alcoh=F3licas consumidas por la clase media).

V=E9lez defini=F3 a M=E9xico como un =93caso de =E9xito=94 en el mundo =
del vino, adem=E1s
de ser un pa=EDs con gran apertura comercial y contar con una =
ubicaci=F3n
geogr=E1fica estrat=E9gica y una mano de obra muy cualificada y =
competitiva.

Tras =E9l intervino Agust=EDn Velilla, subdirector general de Comercio =
Exterior
de Productos Agroalimentarios del Ministerio de Econom=EDa y =
Competitividad.
Situ=F3 a Espa=F1a como uno de los principales productores mundiales (el =
primero
si se confirman los 50 Mhl de producci=F3n en 2013) y destac=F3 que el =
vino es
un producto =93muy sensible=94 ante unas producciones cambiantes en =
volumen, con
gran incidencia en los precios.

A su juicio, convendr=EDa establecer un debate sobre la conveniencia o =
no de
seguir empleando como mensaje en los mercados exteriores que el vino =
espa=F1ol
cuenta con una gran relaci=F3n calidad/precio, lo que podr=EDa =
identificarse con
que el vino espa=F1ol =93se vende barato=94.=20

Estableci=F3 una realidad para el sector: el menor consumo interno de =
los
pa=EDses productores, junto con los incrementos productivos y la =
aparici=F3n en
escena de nuevos pa=EDses consumidores y productores marcan como clave =
para el
futuro la exportaci=F3n.

Velilla abord=F3 las =FAltimas negociaciones comerciales que afectan al =
vino.
As=ED cit=F3 la negociaci=F3n con Canad=E1, para, entre otros aspectos, =
evitar
tratos que restaran competitividad al vino espa=F1ol; as=ED como las
negociaciones, actualmente en curso, con India. En este mercado =
asi=E1tico el
vino cuenta actualmente con barreras arancelarias del 150%, adem=E1s de
impuestos internos. Seg=FAn avanz=F3, hay compromisos alcanzados para =
que haya
una reducci=F3n del arancel al 75% cuando se firme el acuerdo y que se =
vaya
reduciendo progresivamente hasta llegar al 30% (falta por determinar a =
qu=E9
segmento de precios afectar=EDa este arancel superreducido). Tambi=E9n =
cit=F3, por
su importancia la negociaci=F3n con EE.UU. iniciada a finales de 2013 y =
que se
ver=E1 impulsada en las pr=F3ximas semanas.=20

Seg=FAn expuso, a medida que los aranceles disminuyen, son menos =
importantes,
salvo casos espec=EDficos; pero =93aparecen barreras no arancelarias=94, =
que en la
actualidad son el mayor freno a las exportaciones. Al respecto, =
present=F3 al
auditorio la p=E1gina web del Ministerio www.barrerascomerciales.es, que
recoge las barreras que afectan a las empresas espa=F1olas, donde hay
alrededor de 30 barreras identificadas para el sector del vino.

Uno de los aspectos que m=E1s inter=E9s despert=F3 fue la situaci=F3n de =
la
investigaci=F3n antidumping y antisubvenci=F3n al sector del vino de la =
UE por
parte de China. Actualmente se est=E1n llevando negociaciones entre los
sectores de ambas partes (Business to Business), con =93inter=E9s=94 por =
parte de
China de alcanzar acuerdos. En este sentido, Pau Roca, se=F1al=F3 que el =
=FAltimo
encuentro entre ambas partes se celebr=F3 el pasado 17 de febrero, pero =
se
mostr=F3 prudente ante los resultados. El secretario general de la FEV =
plante=F3
la necesidad de que se aproveche m=E1s a la Organizaci=F3n Internacional =
de la
Vi=F1a y el Vino (OIV), que es =93un foro internacional y un cuerpo =
multilateral
de referencia casi soberano en el sector=94.=20

En el mismo sentido, Mar=EDa Isabel Mijares, consultora y catedr=E1tica =
en
Enolog=EDa, miembro de la Real Academia de Gastronom=EDa y del Comit=E9 =
de
Organizaci=F3n del Foro, demand=F3 m=E1s presencia de la OIV, as=ED como =
una mejor
comunicaci=F3n de sus labores, Una reivindicaci=F3n que fue asumida y =
recogida
por el presidente de la OIV, Jean-Marie Aurand.

La =FAltima intervenci=F3n de esta sesi=F3n correspondi=F3 a Frederico =
B. Sarago=E7a,
director de Empresas y Corporate, de la Divisi=F3n de Banca Comercial =
del
Grupo Santander. Destac=F3 la larga presencia del Grupo Santander en
Latinoam=E9rica, as=ED como el apoyo decidido al sector agroalimentario =
y dentro
de =E9l al vitivin=EDcola, con equipos y servicios especializados. =
Explic=F3 que
en las inversiones internacionales dentro del sector del vino es =
esencial el
trasvase de conocimientos. A este respecto indic=F3 que el Grupo =
Santander
cuenta con cerca de 14.000 oficinas en todo el mundo, lo que permite
compartir conocimientos efectivamente.

Entre los servicios que ofrece el Grupo Santander destac=F3 Portal =
Santander
Trade, una herramienta de apoyo a la expansi=F3n comercial de las =
empresas e
International Desk, que permite acompa=F1ar al cliente en su proceso de
